Cursor vs Devin Desktop (formerly Windsurf): 2026 Comparison

Prices verified against official sites on 2026-10-19 · Rankings are independent of sponsorships

Windsurf is now Devin Desktop, and Cursor's plans are now sold as a bundle with Grok and X features. Both are still AI code editors with Tab completion and coding agents, but they charge for AI models in very different ways, which matters most if you want Claude or GPT in your editor. Everything below comes from the two official pricing pages as we read them on October 19, 2026.

The short answer

Pick Cursor if you're happy working mainly with Grok models, want the cheapest paid editor plan ($8/mo Plus), or want Bugbot code reviews and cloud agents in the same subscription.

Pick Devin Desktop if you want Claude, GPT and Gemini models covered by your plan's quota. Its $20/mo Pro plan includes frontier models from OpenAI, Claude, Gemini and SpaceXAI plus Devin's cloud agents, while on Cursor those third-party models are always billed separately at API prices.

Pricing side by side (verified Oct 19, 2026)

Cursor: Free $0 (limited agent and chat requests); Plus $8/mo (Grok models only); Premium $30/mo (4x Plus usage, cloud agents and automations, Bugbot AI code reviews, third-party models at API list price); Super $100/mo (15x Plus usage, priority model access at peak times); Ultra $200/mo (50x Plus usage); Teams from $30/user/mo; Enterprise custom.

Devin Desktop: Free $0 (a light agent quota, limited models, unlimited Tab completions and inline edits); Pro $20/mo; Max $200/mo (significantly higher quotas); Teams $80/mo plus $40/mo per full dev seat, up to 200 users; Enterprise custom.

The big difference: which models your plan pays for

Cursor gives every plan one usage pool shared across Cursor and Grok, and it refreshes weekly. Plus only includes Grok models. Premium and higher include generous Grok usage but, in Cursor's own words, no allowance for third-party models: Claude, GPT and other non-Grok models stay available at API list price, metered on top of your plan, with spending caps you can set.

Devin Desktop's Pro plan raises your quota and includes frontier models from OpenAI, Claude, Gemini and SpaceXAI, leading open-source models, and free use of Cognition's own SWE-2 model. The allowance refreshes daily and weekly, and if you run past it you buy extra usage at API pricing.

In practice: if you mostly want Claude or GPT in your editor, Devin Desktop Pro covers them in a $20 plan, while on Cursor you'd pay at least $30 for Premium plus metered API usage. If Grok models are enough for you, Cursor Plus at $8/mo is the cheapest paid plan in this comparison.

Agents and cloud work

Cursor's cloud agents and automations, code hosting via Origin and Bugbot AI code reviews start at the $30 Premium plan. Free and Plus get the Cursor Agent in the editor only.

Devin Desktop includes cloud agents (Devin Cloud) from the $20 Pro plan. Free and Pro allow up to 10 concurrent sessions; Max and Teams have no session cap.

Team pricing

Cursor Teams starts at $30 per user per month with pooled usage, centralized billing, SAML/OIDC SSO, usage analytics and a team marketplace for internal rules, skills and plugins. Enterprise adds SCIM, audit logs and granular spend controls.

Devin Teams is $80 per month for the team plus $40 per month for each full dev seat, for up to 200 users, with centralized billing, an admin dashboard and priority support. Enterprise adds SAML/OIDC SSO and a VPC deployment option.

For a five-developer team that works out to at least $150/mo on Cursor (5 x $30, before any third-party model usage) versus $280/mo on Devin Desktop ($80 + 5 x $40), where frontier-model usage up to the quota is included. Which is cheaper depends on how much Claude or GPT your team actually runs.

Other options worth a look

GitHub Copilot Pro is $10/mo and works inside VS Code, Visual Studio, JetBrains IDEs, Xcode and more, so you don't have to switch editors. Claude Code is included with Claude Pro ($20/mo) and suits developers who'd rather hand an agent whole tasks from the terminal than steer it inside an IDE.

Whichever editor you pick, the free Cursor rules for Next.js and the vibe-debug prompts in the ToolTier Library are a quick way to get better results from day one.
